Can I use DeepSeek API for Hackathon Project?

I’m considering DeepSeek API (currently free and high-performance), but I’m aware that some AI services (like DeepSeek) may be restricted in certain countries due to US sanctions. Since this is a worldwide hackathon, I want to confirm:
Is DeepSeek API allowed? (Given potential regional blocks.)
If not, are there free alternatives you recommend?
Why This Matters:
I need a free, globally accessible option (no budget).
I’ve researched alternatives, but those are with limited access.

    Hi Al-Amin!

    The rules allow for 3rd party tools, "Third Party Integrations: If a Project integrates any third-party SDK, APIs and/or data, Entrant must be authorized to use them in accordance with any terms and conditions or licensing requirements of the tool." And, they specify what those tools should be used for here,
    "External Tools (Allowed in Support Roles):
    - Tools like Figma, ChatGPT, and other AI/code assistants may be used for idea development, design, prototyping, or generating isolated code snippets.
    - Use of other platforms is permitted only in areas where Bolt is currently less suited—this should be kept minimal and clearly documented."

    We are unsure how the use of DeepSeek could affect the availability of your application to judges in the US or other parts of the world so we ask that you just ensure usage for the judges is available or explained within your submission.
