Software Usage, Prompt Input Rules & Project Preperation/Submission Requirements

Hey! I can't seem to find any information on whether the Application needs to be ENTIRELY completed within Bolt.New, or if users are permitted to use external IDE's such as Windsurf/Cursor, with the project initially starting inside of Bolt?

I was also wondering about project preparation rules? For example, I assume the project can only begin after the Hackathon Launch Date, but is there anything in place to stop anybody potentially spending time perfecting prompts beforehand?

I.E. Is there anything to prevent users creating a (or using a pre-existing) project before the start date, and essentially providing screenshots with prompts intended to 'clone' pre-existing projects?

I feel as if there may be some unfair advantages in that regard if there's nothing preventing something like this? (I couldn't see anything mentioned in the rules).

I'd also like to ask if the rules allow for users to input screenshots/resources for UI's in order for Bolt to conform to/follow? Or must everything be created from scratch with simple human-language inputs?
